English Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of councils will need to raise council taxes next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Forecasts

A survey of county councils recently further found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 deprivation indices,” said the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
